NEW DELHI : A tripartite agreement between Ministry of Human Resource Development, Ministry of Panchayati Raj and Ministry of Rural Development was signed. The main aim of this agreement is to link Higher Education Institutions (HEIs) with rural development processes.
The plan will be started under central government’s scheme Unnat Bharat Abhiyan. Through this agreement, substantial improvements and developmental schemes will be framed and implemented in rural areas.
The representatives from Higher Education Institutions (HEIs) will intermingle with the local bodies in a selected village cluster with an objective to provide knowledge inputs into the development plans of gram panchayat.
In a written reply to a question raised in Parliament, Dr. Mahendra Nath Pandey, Minister of State (HRD) disclosed that the scheme has been framed by the Department of Higher Education. The first phase of the scheme is under implementation in various villages. HRD Ministry selected Indian Institute of Technology, Delhi to be the Coordinating Committee for the initiative.
Higher Education Institutions in various districts will have to carry out a detailed field study, take part in the preparation and conceptualizing of community-level development plans in alliance with the Panchayat Raj and rural development personnel. These institutes will have to provide technical and managerial inputs to the development plans. On the other hand, HEIs will also suggest innovative solutions to various issues that are faced in day-to-day lives of rural households.
